JSP Engages FORM corporation in Strategic Dialogue on Chiba’s Urban Redevelopment
Chiba, Japan — Japan Stadium Partners (JSP) announced today that Managing Partner Masa Takeya met with FORM Co., Ltd. CEO Mr. Tamotsu Matsumoto for an exchange session focused on Chiba’s future as a regional growth hub.
During the meeting, Masa and Mr. Matsumoto discussed FORM’s long-standing commitment to the city. Founded in Chiba more than 40 years ago, FORM has played a defining role in shaping the region’s business landscape. Masa, who was born and raised in Chiba, noted that FORM’s vision aligns with his own perspective on the city’s potential, a view he first outlined in his 2017 “Creative City Chiba” concept, years before establishing JSP. The two leaders reviewed how modern stadium development by JSP can support broader urban renewal and build on FORM’s legacy in the prefecture.

They also underscored Chiba’s strengths as a cultural and mobility gateway, given its position between Haneda and Narita airports, and discussed how a coordinated redevelopment strategy can attract a global customer base that includes tourists, professional athletes, and international institutions seeking high-quality venues and integrated urban experiences.
Further discussions examined Chiba’s institutional and geographic assets. Kameda Hospital and Chiba University’s medical school provide a strong platform for sports medicine and wellness initiatives, while the port area offers opportunities for logistics innovation and high-net-worth cruiser traffic. Together, these elements reinforce Chiba’s capacity for diversified and integrated growth.
Reflecting on the session, Masa Takeya emphasized the alignment between FORM’s design leadership and JSP’s mission:
