Commentary: Japan Government Report on Stadium & Arena Reform Guidebook
Chiba, Japan — Japan Stadium Partners (JSP) today acknowledged the publication of the Stadium & Arena Reform Guidebook (3rd Edition) (June 24, 2025), jointly issued by Japan’s Sports Agency and the Ministry of Economy, Trade and Industry. The updated guide provides a comprehensive framework for advancing Japan’s stadium and arena development agenda, with an emphasis on multi-use integration, regional revitalization, and long-term sustainability.

Unlike earlier editions focused on value quantification, this new edition serves as a practical playbook for municipalities, developers, and operators. Key areas of emphasis include:
Multi-Use “Sports Complex” Model: positioning stadiums as hubs that integrate sports with retail, hospitality, e-sports, and MICE facilities.
Governance & PPP/PFI Integration: guidance on structuring concession models, financing strategies, and operator partnerships.
