Commentary: Japan Government Report on Stadium & Arena Value Creation

Chiba, Japan — Japan Stadium Partners (JSP) today acknowledged the release of the FY2024 Stadium & Arena Reform Promotion Project Report (March 27, 2025), published by Japan’s Sports Agency, which sets out methodologies to quantify both the financial and social value of stadiums and arenas across Japan.

The report highlights the importance of stadiums not only as sports venues but also as multi-dimensional public assets that generate:

  • Financial Value : revenues, employment, tax uplift, property value increases.

  • Social Value: civic pride, health promotion, education, disaster preparedness, and community cohesion.

Case studies from Hiroshima (Edion Peace Wing & Central Park) and Nagano (White Ring Arena) demonstrate how these values can be measured using new methodologies such as willingness-to-pay (WTP) analysis, ripple-effect modeling, and community engagement surveys.
